Commencing from agreement registration, locality allowances and country incentive allowances would be replaced with a scheme aligned to the District Allowance Government Officers General Agreement 2010. District allowance rates are as per Circular 3/2019 - District Allowance Rates.
Locality allowances would be grandfathered for existing employees currently receiving locality allowances who are not eligible for district allowances under the new scheme. (Details of the grandfathering arrangement can be found in Attachment E.)
The following table shows current locality allowances, what the new district allowance would be and the grandfathered locality allowance. The final column shows the percentage increase between existing locality allowances and new district allowances, which in some cases is upwards of 1,834 per cent.
